There is a rapid increase in instances of various types of disasters in the United States and globally. These include bad governance and poverty, environmental pollution, HIV/AIDS, wars, conflicts, severe weather-related events, earthquakes, large-scale attacks on civilian populations, technological catastrophes, and influenza pandemics. Consequently, governmental and non-governmental agencies, international multilateral organizations, for-profit and not-for-profit bodies and humanitarian and international relief organizations need personnel trained to develop and implement appropriate post-disaster reconstruction and disaster recovery policies, especially as they relate to vulnerable populations.

The aim of this program is to develop an international capacity to address the consequences of the various forms of disaster that millions of people face every year, everywhere. This program addresses the complexities and the intertwined technical and socio-cultural aspects of disasters in a multi-disciplinary approach.

This graduate certificate program is unique in preparing professionals to address how to create safe communities following disasters for vulnerable populations, specifically children, women, the elderly, people with disabilities and the poor.
